As a formal complaint over the anti-competitive impact of Elsevier, a globally dominant scientific publisher, on the journal publishing market has been placed with the European Commission, such as due to the lacking transparency of its pricing practices, the Plan S is likely provide incentives to scholarly journals to change their models in the direction of making publication costs visible upfront in the Open Access sector.

As Support for the Plan S for Open Access Ramps Up, Global Scientists Draw Attention to its Risks and Possible Implications

Whereas the British Wellcome Trust and the American Bill and Melinda Gates Foundation increase the financial heft of the Plan S by almost 30%, scientists from research and educational institutions in Europe and around the world have publicly expressed their concerns that this Open Access initiative may have severe negative consequences for the scholarly publishing system.

Recent Findings Suggest That Open Access Mandates Promote Hybrid Rather Than Gold or Green Open Access Models

As the European Plan S joins numerous research funding institutions in mandating the adoption of Open Access, empirical data for Western Europe and North America do not demonstrate dramatic spikes in Open Access article outputs after mandates come into force between 2009 and 2017, due to the spectacular increases in hybrid Open Access prevalence on the background of mixed paper output share performance of pure Gold and Green Open Access models.
